Shen Yueyue, President of the All-China Women's Federation (ACWF), made an inspection tour of Southwest China's Guizhou Province on December 2-4, to promote the study and implementation of the spirit of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China (CPC) and investigate how to unite and guide women to consolidate the achievements made in poverty alleviation and play a better role in rural revitalization.

Noting the importance of following the spirit of the important speeches delivered by General Secretary Xi Jinping and the spirit of the fifth plenary session in terms of thinking and actions, Shen stressed the value of summing up experiences, deepening reforms and fully using the advantages of the women's federations.

During her inspection tour of a local cultural and creative industrial park, Shen investigated the implementation of the Embroidery Plan, a women's craft-making promotion and training project. In recent years, the project has helped more than 500,000 women — some of whom are college graduates — get jobs and increase their incomes.

Shen encouraged women embroiderers to combine ethnic characteristics with market demand and new fashion ideas, to emphasize design innovation and to expand sales channels, in a bid to develop specialty industries by utilizing the abundant local intangible cultural heritage resources and their craft-making skills.

In Buzi Village, Xifeng County, Shen learned more about how local women serve villagers and participate in primary-level governance under the guidance of the Party organizations at primary level. She encouraged Huang Dan, a young woman who returned to her hometown to start her own business, to lead more women in the development of a high-quality planting industry with the help of relevant policies.

Shen also inspected Mahuai Village, Luodian County. She spoke with women residents and members of the executive committee of the village's women's federation about education, medical services and the implementation of the breast cancer and cervical cancer free screening program. She encouraged them to carry forward the spirit of the arduous struggle and continue to strive for a better life.

"Thanks to the Party's good policies, we now live in new houses and earn a living at home, and it's convenient for our children to go to school," a woman living in Xinmin, a relocation community in Huishui County, said to Shen during her inspection tour of the community.

Shen learned about their employment, living conditions, relations between neighbors and the problems and demands in their lives. She urged staff members of the local women's federation to continue to help the relocated women get jobs, better educate their children and solve their practical problems.

During her inspection tour of the Five-hundred-meter Aperture Spherical Telescope base, Shen extended greetings to the women scientific and technical workers. She encouraged them to make new achievements at the scientific frontier and contribute to building China into a powerhouse of science and technology. She also urged the local women's federation to better serve these scientific and technical workers.

Shen hosted a symposium with women entrepreneurs, heads of local women's federations and primary-level officials during her inspection tour. The attendees shared their experiences of the roles women play in poverty alleviation, lifting impoverished women out of poverty and contributing to rural revitalization.

Shen spoke highly of women's roles in the decisive battle against poverty and in securing a decisive victory in building a moderately prosperous society in all respects, as well as the achievements made by the women's federations in Guizhou Province.

Shen urged the women's federations to deepen the implementation of the Women's Action for Rural Vitalization project, and to mobilize women to play a greater role in consolidating and expanding the achievements made in poverty alleviation and promoting rural revitalization in an all-round way.

Shen called for efforts to care for women in difficulty, support relocated people, and help to boost local people's determination and confidence in terms of living better lives.

More efforts should be made to develop specialty industries, to help women increase their incomes, and to support women to develop high-quality, eco-friendly agricultural and sideline products and promote the intensive processing of agricultural products and develop new forms of businesses such as agricultural e-commerce, said Shen.

She urged to strengthen the competitiveness and quality of specialty industries, improve housekeeping services and guide women to develop rural tourism and other modern service industries.

The women's federations were urged to help improve their living environment, build a beautiful countryside, promote social etiquette and civility in rural areas, strengthen the building of civilized families and carry out women's voluntary services widely.

Shen demanded efforts in building a new system of rural governance, giving full play to the strengths of women's federations in rural governance, and integrating family and family education and traditions into the working mechanisms of primary-level governance.

Shen noted that efforts should be made to incorporate the basic state policy of gender equality into village rules and regulations, and to implement the working mechanism of safeguarding women and children's rights and interests in rural areas.
