The Human Resources Development Department of the All-China Women's Federation (ACWF) has the following responsibilities:

Oversee staff management in the functional departments of the ACWF and leading members of its affiliated institutions.

Work with other departments in training and selecting female leaders.

Improve the construction of women's federations and guide other women's organizations.

Establish and carry out training programs for the ACWF staff.

Communicate with the women's working committee in the democratic parties, women's organizations in the industrial and commercial federations, and women in non-public economic sectors, ethnic minority groups and in religious groups.

Communicate with women's organizations and Chinese and overseas Chinese women in Hong Kong Special Administration Region, Macao Special Administration Region and Taiwan.
