The China Ageing Development Foundation (CADF) launched a project on October 13, 2013, to help improve the lives of disabled senior citizens.

Within the greater problem of China's ageing population lies the issue of the rising number of disabled and semi-disabled senior citizens, who now number more than 36.5 million. More than 100 million families have disabled senior citizens that need long-term care.

"Owing to the typical family structure, many families need help in taking care of their elderly members. To make matters worse, there are not enough social workers to care for disabled citizens, due to the low paying nature of the job. Our project aims to ease this situation by providing care to the families and increasing subsidies for social workers," said President of China Ageing Development Foundation Li Baoku.

Vice Minister of the Ministry of Civil Affairs Jiang Li has urged civil affairs departments at all levels to promote the project, seek cooperative partners and take part in welfare lotteries to support the project.

The CADF has established the National Ageing Fund Organization Coordinating Committee with 26 ageing fund organizations. They have raised funds of 60 million yuan (US$9.8 million) which will be funneled towards the project's objectives.

The China Ageing Development Foundation is a civil charitable organization and an independent legal entity under the leadership of the Ministry of Civil Affairs and National Ageing Offices. Its predecessor was the Chinese Elderly Foundation, which was established in May 1986.
