Women in NW China Work in Factories Near Home, Gain Better Income

Many poverty-alleviation platform "satellite factories" have been built in recent years in Kashi, northwest China's Xinjiang Uygur Autonomous Region, which has contributed a lot to helping local impoverished villagers improve their lives.

The Kashi Zhongxing Glove Company, a Shandong-aid program for Xinjiang, has run 17 satellite factories in Yengisar County.

The company adopts a new managing model of 'central factory plus satellite factories' where the central factory is responsible for training workers, distributing orders and raw materials and collecting finished products, while the satellite factories process the materials into gloves.

"This new model encourages local people and helps them earn more," said Xuanyuan Shuhao, general manager of the company.

Local workers benefit a lot from the satellite factories.

"I could earn 520 yuan every month before, but now I can earn 2,500 yuan monthly since starting work in the glove factory," a woman worker in the factory said. "I am so proud that the gloves I make are selling abroad."

"If I farm land I can only harvest once a year. Now working at the factory I can earn salaries monthly and I also can farm land since the factory is near my home. What a good thing!" said another female worker in the glove factory.

There are many other satellite factories in Kashi. As a new model of promoting employment and alleviating poverty, the factories make full use of advantageous resources in Kashi, such as a plentiful labor force, special industries and idle land to transfer a lot of poor villagers into useful workers, which has a profound impact.

"We built satellite factories with the aim of not only providing jobs for villagers and increasing their incomes, but also strengthening their life confidence. Thankfully, we've achieved this goal," said Li Ningping, secretary of Kashi Prefectural Party Committee.

Escaping Poverty

A total of 2,693 people in ten rural towns of Bachu county, which has difficult living conditions and lacks development infrastructure, transferred to Xingfu Community in August 2017.

There is a modern agricultural and industrial park near the new community. The modern park, a combination of photovoltaic poverty- alleviation project, modern agriculture and modern animal husbandry, employs the relocated villagers to share profits according to their contributions and ensures they can earn more than before.

"I can earn over 2,000 yuan every month, which helps my family a lot. I am content with the job because I can work and take care of my children at the same time," said a 44-year-old woman in Bachu.

"It is our responsibility to ensure villagers move out of poor environment and achieve prosperity. Now we are building a new employment model of 'community plus factory' to help more relocated but impoverished villagers escape poverty," said He Qiang, secretary of Bachu County Party Committee.

Through building satellite factories, Kashi has helped many people escape poverty, solved enterprises' recruitment problems and improved the village's collective economy.

A Bright Future

Xinjiang Meijia Food and Beverage Company Ltd., one of the leading enterprises of Kashi agricultural industrialization, has run 18 satellite factories in Yecheng County. The company employs over 2,000 local laborers with 56 percent of them being poverty-stricken people.

"There are seven walnut processing factories in Yecheng , where over 200 walnut-selectors are from extremely poverty-stricken families. It is our responsibility to help them and their families get out of poverty," said Peng Hongchun, general manager of the company.

Yecheng County has created a new managing model 'company plus satellite factory plus villagers' which is guided by the government, operated by companies and participated in by villagers. The new model has led to the establishment of a base of targeted employment and poverty alleviation.

Kashi built 154 satellite factories in 2017, providing over 10,000 jobs for local residents, and it plans to build 304 new factories to create 22,000 jobs in 2018.
