Guangxi establishes domestic violence warning and monitoring system after the "two sessions" strengthened the theme against domestic violence.
Two years ago, Qinzhou Women's Federation released Guidance on the Implementation of a Domestic Violence Warning System under the cooperation of Qinzhou Public Security Bureau. Policies could follow the guidance when solving domestic violence cases.
"In addition to Qinzhou, women's federations at all levels actively cooperated with other anti-domestic violence departments, especially public security, prosecution, and the courts, to release specific rules on related cases," said Wu Yanjuan, vice president of Guangxi Women's Federation.
There is a particular case showing the positive effect of the guidance.
A man surnamed Yang wielded a kitchen knife against his wife surnamed Wei after they quarreled. When Wei called the police, they stabilized the couple's emotions and warned Yang with the anti-domestic violence law. Finally Yang accepted the warning and the couple never had a similar incident.
In June 2017, Guangxi released Measures to Implement a Warning System of Domestic Violence in Guangxi Zhuang Autonomous Region, making explicit regulations for the whole region.
A highlight of the measures is to establish a domestic violence warning and monitoring system.
"After issuing a domestic violence warning, the villagers' committee and local police station should monitor and investigate the accused party and pay the injured party a return visit to ensure the end of domestic violence and record related notes and instances in detail," Wu said.
In the last two years, Guangxi has launched an array of anti-domestic violence measures and achieved positive results with the anti-domestic violence linkage mechanism playing an important role.
First, the mechanism links all related departments together, normalizes work around anti-domestic violence and improves work efficiency.
Second, the mechanism strengthens investigation into key problems in domestic violence and trains more members to further understand their work through attending lecture tours and video conferences.
Third, the mechanism consolidates anti-domestic violence bases. There are now 702 rights protection posts for women and children, 45 anti-domestic violence shelters, 44 marriage mediation sites and 15 people's mediation committees for family disputes.
