As required by people's organization reform, women's federations across the country are focusing on cultivating and guiding the healthy development of women's social organizations, actively exploring new development paths for such organizations by improving relevant top-level planning, incubation, and supporting the self-construction of the organizations. So far, positive results have been achieved.
According to a plan of implementing the instructions of the Central Committee of the Communist Party of China (CPC) on strengthening and improving the work of the Party's people's organizations formulated by All-China Women's Federation (ACWF), the federation must guide the healthy and orderly development of women's social organizations; and lay stress on the cultivation of social organizations that specialize in serving women, children and families.
The reform plan of the ACWF issued by the General Office of the CPC Central Committee emphasizes the need for strengthening political leadership, guidance, and contact services.
Some provincial and municipal women's federations and civil affairs departments also jointly issued documents on strengthening the construction of women's social organizations and other documents to promote the development of women's social organizations in the provinces.
Some local women's federations have established specialized departments or agencies that are responsible for the work of women's social organizations so that they can develop better.
Some of them are social work departments established within the women's federation to classify and guide the development, cultivation, and service of social organizations in the field of women's work. The others are non-governmental female social organization development centers, which are set up to provide the necessary offices and basic equipment for social organizations, as well as one-stop services including initial registration, policy release, professional guidance, ability training, and resource docking.
In order to do a good job in family work, women's federations across the country have established women's social organizations involving in such aspects as family education and family dispute mediation. They have also established relevant industry associations to promote women's employment and entrepreneurship, as well as legal counseling service centers and the like to better provide legal services for women and children.
Women's federations also support individuals who are dedicated to public welfare to establish women's social organizations. They hope that this will enhance women's federations' influence and power to unite and extend their working scale, as well as promote more standardized operations and the sustainable development of related public welfare projects and activities.
In order to promote the cultivation of female social organizations in a more standardized and sustainable manner, many local women's federations have established specialized social organization bases, which rely on the women's social organization service centers set up at various levels in the provinces.
Meanwhile, women's federations have strengthened the political leadership of women's social organizations in a variety of ways, and actively promoted the establishment of Party groups in women's social organizations. They are also focusing on special training and activities to promote Party and State policies and concentrating on guiding women's social organizations to recognize the mission and values of the women's federations in the process of cooperation, thereby strengthening the power of the women's federations to promote development of women and children.
In addition, women's federations focus on leading women's social organizations to play an important role in resolving social conflicts through projects. They support them to participate in international social governance and build a community with a shared future.
For example, Ruili Women's Federation, in southwest China's Yunnan Province, supported a local women's social organization to set up the first non-governmental women and children's development center in Myanmar to jointly carry out HIV prevention and provide care and protection for women and children. It has since played an active role in impoving living standards and providing equal opportunities for the development of women and children in the border areas of China and Myanmar.
In order to meet the public service needs of different groups of women, women's federations have taken service projects as the carrier and made effort on all the aspects covering deployment, design, counseling, forecasting, implementation, evaluation and others to ensure the implementation well met the needs of women and children. At the same time, they also led women's social organizations to carry out targeted services for the needs of different groups.
In order to further strengthen the cultivation and guidance of women's social organizations, related departments have proposed several suggestions as below:
To begin with, the cultivation of top-level design leading the work of women's social organizations should be further strengthened. The ACWF is advised to issue special documents to guide women's social organizations and set up special agencies responsible for women's social organizations to provide basis and guidance for local women's federations at all levels.
Secondly, women's federations should also further strengthen the cultivation of women's social organizations. It is recommended to further explore innovative ways to foster an effective mechanism for women's social organizations, and give more support to them in terms of projects and funds, as well as offer more training on improving their expertise and caliber.
In addition, they should further enhance the ability building of the women's federations in leading women's social organizations. Women's federations need to improve their officials' professional quality as well as skills in doing social work, and encourage them to sit for qualification test for certified social worker, as part of the effort to promote the sustainable and healthy development of women's social organizations.
