Song Xiuyan, vice-president and first member of the Secretariat of the All-China Women's Federation (ACWF), attended a regional Women's Congress on May 7 in the city of Yinchuan.
The 11th Women's Congress of the northwest China's Ningxia Hui Autonomous Region was attended by senior officials from the Ningxia Party committee including its secretary, Shi Taifeng, and vice-secretary, Xian Hui, who also serves as president of the autonomous region.
Another 410 female representatives and 32 specially-invited delegates, representing the overall 3.27 million women across the region, were also present at the event.
During the meeting, Dong Ling, president of Ningxia Women's Federation, delivered a work report on behalf of the federation's 10th executive committee on the region's women's achievement over the past six years, future development goals and other tasks.
Remarks from Shi Taifeng
After extending greetings to attendees and the overall 3.27 million women across the region, Shi made a summary of the women's federation's work carried out since the region held its last Women's Congress in 2011.
Women's federations at various levels have been working hard to promote women's development, following the principle of "socialism with Chinese characteristics," Shi commented.
Federations have been undertaking multiple initiatives in order to meet the needs of the Party, government, and women; serving the overall situation in assisting women's employment and entrepreneurship; and, combining efforts in a series of campaigns such as the Women's Poverty-Alleviation Action, Shi said.
Currently, Ningxia is at a decisive stage in finishing building a moderately prosperous society in all respects and terms of economic transformation, Shi explained.
He urged officials to implement the keynote remarks of President Xi Jinping, especially those made during the president's previous inspection tour of Ningxia.
To achieve economic prosperity and unity among ethnic groups, Shi encouraged women from the general population to play a role in the region's development.
Federation officials at all levels should closely unite around the Communist Party of China (CPC) Central Committee with Xi as the core; fulfill their job responsibilities integrated with their historical mission; and, take advantage of their wisdom and hard work in achieving further success, Shi stressed.

On behalf of the ACWF, Song expressed congratulations to the opening of the congress.
The autonomous region's Party committee and government departments attach great importance to women's work; strengthening leadership and protection in relevant fields; and guiding the federation's reform, Song commented.
With their efforts, women from various ethnic groups across the region have achieved a strong sense of ownership so that they can fully play their role of "holding up half the sky" in the building of a moderately prosperous society.
Women's federations in Ningxia have much vigor and vitality to the ACWF reform, Song pointed out.
Women's efforts cannot be separated from the nation's building of a prosperous society, achieving the so-called "Two Century" goals, and realizing the Chinese Dream of national rejuvenation, Song stressed.
Song urged officials to fully implement the spirit of the 18th National Congress of the CPC, and its 3rd, 4th, 5th, 6th plenary sessions; and study Xi's remarks as well as his ideas, concepts and strategies about governing the country.
Song also encouraged officials to uphold the "Four Consciousnesses", namely the "consciousnesses of the ideology, the whole, the core and the line," and the "Four Confidences".
Song drew attention to Xi's Ningxia inspection tour, and urged federation officials to promote the idea of development among women, for its relevance to the region's economic progress.
Following the State policy of gender equality, federations should strengthen the protection of women's rights and interests; and, promote women's development goals among different ethnicities.
In terms of federation reform, Song encouraged officials to maintain their work's politically advanced nature and highlight the problem-oriented work style.
After improving the work concept and structure, it is hoped grassroots federations can thoroughly carry out reform initiatives so that women from the general population can attain a sense of achievement in national progress, Song said.
The ACWF vice-president also encouraged officials to make solid progress in embracing the upcoming success of the 19th National Congress of the CPC.
