Official Talks About Work Plan of China Disabled Persons' Federation

Zhang Haidi, Chairperson of China Disabled Persons' Federation (CDPF), was recently invited to talk about her organization's experience and work plan based on the spirit of the 19th National Congress of the Communist Party of China (CPC).

The Congress presented new arrangements for serving people who are physically impaired. Zhang said in an interview.

General Secretary of the CPC Central Committee Xi Jinping clarified in the Congress report the goal of building a moderately prosperous society in all respects, and embarking on a new journey of building a modern socialist country in all aspects.

The report includes the points such as "The wellbeing of the people is the fundamental goal of development," "We will intensify poverty alleviation, see that all our people have a greater sense of fulfillment as they contribute to and gain from development, and continue to promote well-rounded human development and common prosperity for everyone," and "We will develop programs for people with disabilities and work to provide better rehabilitation services for them".

The CDPF must deeply study and implement the spirit of the Congress, work with the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and constantly accomplish new achievements, noted Zhang

Referring to the measures taken by CDPF in accelerating the improvement of living conditions of the physically-impaired, Zhang said that Xi clearly demands that a well-off society should be build in an all-round way for every person.

We must resolutely fight poverty for such people, promote their employment by all means, and improve basic public services for them, to help all people of the country jointly build and share the results of a moderately prosperous society in all aspects, she said

Promoting employment for physically-impaired people and increasing their income is fundamental to accelerating the process of making them better off, said Zhang. There are over 17 million such people of the right age for employment in China, and most of them have the desire and ability to work.

It is necessary to further improve employment support and promote policies and measures for the physically-impaired, strengthen and improve employment services, strive to create conditions and eliminate obstacles for them to be employed.

Raising the level of basic public services is also a strong way of accelerating the well-being of people from such groups. Insufficiency and imbalance in basic public services are the main contradictions that restrict physically-impaired people from shaking off poverty and becoming better-off.

It is necessary to further improve and expand basic rehabilitation services for them, improve the professionalization and scientific level of services, and advance the goal of "rehabilitation services for all people with disabilities.'"

In addition, Zhang said: "We must provide high quality special education and offer families with economic difficulties, physically-impaired children and young people, with 12-years of free education. We should pay more attention to integrated education, accelerate the development of vocational education and higher education for physically-impaired people, and continuously improve the level of education for them.

"It is necessary to extensively carry out cultural and sports activities for people from the general population who are physically-impaired to continuously enrich their spiritual and cultural life. We must also comprehensively promote the development of barrier-free environments and continue to strengthen the construction of a national database.

"We need to build a high-level, internationalized China Rehabilitation University, accelerating the development of rehabilitation personnel, and contribute to healthy China."

Zhang indicated that the cause of the physically-impaired is an important part of the socialist cause with Chinese characteristics. We must adopt Xi Jinping Thought as a guideline to make a systematic and in-depth study of the development goals, paths, and strategies for the physically-impaired people. We must further clarify the stage goals and tasks and propose specific measures.

"We must adhere to the concept of development centered on physically-impaired people and focus on their increasing needs for a better life.

In this way, they will have greater sense of fulfillment, and security in the process of co-construction and sharing, lead a more dignified life and gradually realize all-round development and common prosperity.

Referring to the development of the CDPF, Zhang stated: "Since the establishment of CDPF, 'humanity and honesty' have been used as the professional ethics of our staff to forge a team that maintains political integrity, and wholeheartedly serves physically-impaired people.

All workers for the cause of physically-impaired people throughout the country must remember the original mission, implement the new requirements for party building and the spirit of the Party Central Committee's mass organizations work conference, and further strengthen the reform and development of CDPF at all levels.

We also need to further strengthen party building, firmly maintain ideological and political actions in keeping with the Party Central Committee with Xi as the core, consistently and uphold the Central Committee's authority and centralized, unified leadership, said Zhang.

We will also further strengthen capacity building, reform, innovation and scientific development skills, enhance work among people from the generation and pay close attention to the implementation of programs, effectively play the role as a bridge linking physically-impaired people and the Party, to reflect the aspirations of physically-impaired people, and implement the government's assistance policy, said Zhang.
