In 2011, the central government announced that they will allocate 50 million yuan (US$ 7,728,454) during each year of the 12th Five-Year Plan period towards helping the ACWF set up the 'Special Fund for Underprivileged Women with Breast/Cervical Cancer.' The fund is earmarked for rural women residents.

The fund is a follow-up endeavor to promote the health of rural women after the recent free breast or cervical cancer screening program carried out by the ACWF and National Health and Family Planning Commission.
