Qinghai (in Northwest China) Women's Federation and the provincial court, procuratorate and public security, justice, civil affairs and education departments have worked together in recent years to implement five work mechanisms. Those mechanisms have laid a solid foundation that is helping to protect women and children's rights and interests.
Qinghai Women's Federation has promoted in recent years an interagency-action mechanism for protecting women and children's rights and interests, and that mechanism includes several work systems formed with the committee of legal affairs of the provincial Party committee, the provincial public security and justice departments and the provincial procuratorate. The departments have set down the procedures and standards for the work of the province's "one-stop" girl-protection and evidence-collection center.
Women's federations, at all levels in Qinghai, have worked with public security departments and procuratorates in punishing perpetrators of crimes against women and children. They also coordinate their work, with procuratorates, to strengthen judicial protection and provide assistance to minors who are being or have been bullied or injured.
Qinghai Women's Federation has established a mechanism for reporting cases involving violations of women and/or children's rights. The mechanism includes a responsibility system, which requires workers of women's federations, especially those who are the first to receive a visit or call, to fulfill their responsibility in dealing with complaints. Women's federations have made the prevention of sexual abuse of minors and the protection of girls' rights and interests important aspects of their work. Women and children's rights protection service stations have been established. Grassroots women's federation workers, community workers, women volunteers and members of women's councils have visited women and children in need, and they have publicized and provided rights protection services.
