Tianjin Public Security Bureau and Tianjin Women's Federation recently issued a document regarding the implementation of five measures to help enforce the anti-domestic violence law.

The document stipulates an interagency domestic-violence -case-response mechanism should be established. When a victim of domestic violence calls the police, the police must attend the scene in a timely manner and, based on specific situations, inform relevant sub-district or community-level women's federations, so they can work together to help the victim.

When victims turn to Tianjin Women's Federation for help, whether through the hotline (12338) or by going to a grassroots women's federation, the workers should note the victim's basic information, and help the victim call the police.

The document also clarifies that domestic violence cases should be handled strictly in accordance with the law. Police can't dodge their responsibilities or delay when they deal with domestic violence cases. They should cooperate with residents' and villagers' committees, and they should visit both victims and perpetrators who have received written reprimands for domestic violence. They should ensure the perpetrators will not commit domestic violence again, and they should assist in enforcing restraining orders.

The women's federation and the public security bureau have made plans to strengthen statistical work involving domestic violence, and anti-domestic violence training and publicity work. They will also improve the communication network between police and women's federation's workers.
