Within a short time after she was elected secretary of the general Party branch of Nanxiang Migrant Party Members' School, in 2015, Zhao began exploring ways to strengthen communication among migrant Party members, who could not participate in the activities organized by the Party organizations (in the areas where they formerly lived), after they moved to Nanxiang. For example, Zhao organized various activities, including sports meets and meetings, during which the Party members shared their experiences in starting and developing their businesses.
Soon after Spring Festival 2020 (on January 25), Zhao established a home for women at Nanxiang Market. In addition to helping 96 women, who owned businesses (at the market), promote sales of their products during the novel coronavirus epidemic, she has conducted various cultural activities to enrich the women's lives. As a result, the home has become the "warm, trustworthy home" for the women.
In July 2020, Zhao attended — as the only woman representative, and the only representative of private business owners — a symposium, during which President Xi Jinping heard suggestions, from entrepreneurs from across the country, on how to improve the current economic situation, and how to deepen the reform of Chinese enterprises during the 14th Five-year Plan Period (2021-2025). The event was held in Beijing.
Zhao felt honored that she, an ordinary rural woman, became the spokeswoman for 82 million Chinese private business owners. She outlined the various difficulties the owners faced during the epidemic, and offered suggestions on how to help the owners solve the difficulties. She also said the businesspeople would strengthen their determination to carry on.
