Seminar for High-Level Women Science, Technology Talents Held in Beijing

A seminar for high-level women science and technology talents, who participated in a training class, was held on September 27, in the Party School of the Communist Party of China (CPC) Central Committee (National Academy of Governance), in Beijing. Approximately 60 women, from institutions of higher learning, research institutes, and science and technology innovation enterprises, attended.

They discussed and exchanged views on studying and implementing the guiding principles of the third plenary session of the 20th CPC Central Committee, and their views on contributing to building China into a leading country in science and technology.

Prior to the seminar, Chinese State Councilor Shen Yiqin, also President of the All-China Women's Federation (ACWF), put forward requirements for the cultivation of women science and technology talents. She emphasized women's federations should earnestly study and implement the guiding principles of the third plenary session of the 20th CPC Central Committee, and of General Secretary of the CPC Central Committee Xi Jinping's important discourses on scientific and technological innovation. Women's federations, she added, should serve women in the science and technology sector, and explore the establishment of various mechanisms for cultivating women science and technology talents, thus providing platforms and support for the women. Shen also encouraged women working in the sector to have high aspirations, devote themselves to national development, make innovations, demonstrate enterprise in new areas and arenas, and make new, and greater, contributions to building China into a leading country in science and technology with greater self-reliance and strength in the sector.

Huang Xiaowei, Vice-President and First Member of the Secretariat of ACWF, delivered a speech during the seminar. Huang, with the other participants, discussed measures for implementing reform tasks for promoting scientific and technological innovation.

Xie Chuntao, Vice-President of the Party School of the CPC Central Committee (National Academy of Governance) responsible for routine work, presided over the seminar.

During the seminar, participants combined their respective work experiences with what they learned during the class as they shared their views, and they expressed their confidence and determination to live up to the times, by reaching new heights in their careers.

Huang said the Party Central Committee with Comrade Xi Jinping at its core has attached great importance to the development of women science and technology talents. The women have become important pillars in the building of China's scientific and technological strength. The women accounted for 45.8 percent of China's total scientific and technological workers in 2023, up from 13 percent in 2005. The figure was 12.6 percent higher than the global average.

Huang said systematic plans for deepening scientific and technological structural reform were made during the third plenary session of the 20th CPC Central Committee. Women working in the science and technology sector should strive for innovations and breakthroughs, and they should make greater contributions to advancing Chinese modernization.

Women's federations are homes to women working in the science and technology sector, Huang said. The federations should continue to implement Women's Action for Scientific and Technological Innovation, improve the environment and mechanisms for the development of women scientists and engineers, and provide better services to such women, she added.

The training class was organized by the CPC Organization Department, the Party School of the CPC Central Committee (National Academy of Governance) and ACWF. Lin Xin, Vice-Minister of the Ministry of Science and Technology, Zhang Dongmei, Vice-President and Member of the Secretariat of ACWF, Song Li, Member of the Secretariat of ACWF, and heads of relevant sections of the CPC Organization Department, also participated in the seminar.

The project, Women's Action for Scientific and Technological Innovation, was launched by ACWF in 2021. Since then, 25 provinces, municipalities, and autonomous regions, and relevant departments, have unveiled policies and measures aimed at promoting the development of women science and technology talents. Women's associations for science and technology have been established in 31 provinces, municipalities, and autonomous regions, and they have mobilized more than 1.3 million women scientific and technological workers to provide services to hospitals, enterprises and agricultural developments, benefitting more than 29 million people.
