China Disabled Persons' Federation, the Ministry of Civil Affairs, the All-China Federation of Trade Unions, the Communist Youth League of China (CYLC) Central Committee and the All-China Women's Federation issued a circular, in late December 2024, regarding implementing activities designed to send warmth to people with disabilities during the winter, and to provide greater support to people with severe disabilities and people with disabilities in financial difficulties, during the New Year and Spring Festival holidays. 

The circular stressed disabled persons' federations, departments of civil affairs, trade unions, CYLC committees, and women's federations, at all levels, should gain firsthand information on the conditions of people with disabilities, in terms of their lives and work, rights- and interests-protection, education, care, social assistance, and rehabilitation and medical services. 

By leveraging their respective strengths while forging a synergy, the agencies should pay special attention to addressing emergent, temporary and urgent problems facing people with disabilities, and they should provide targeted services to the elderly, workers, youth, women, and children with disabilities, the circular added.
