The secretary of the local Youth League Committee (YUC) commented on Cao's work performance.

Zhao donated 30,000 yuan (U.S. $4,800) to Yiwu on behalf of CWU and expressed her thankfulness for the platform and support Yiwu had provided for the temporary employee there and asked for Cao's work to achieve even more in the last several months. She also discussed with the leaders on common construction in Yiwu.

To support the encouragement of the Central Youth League, Cao as the staff member of the Communist Youth League in CWU volunteered to go to Yiwu for practice in last September. As temporary vice-secretary, Cao mainly assists in the project management of the volunteers of college students, the work style construction, on publicity and the application of new media and liaison communication.

He improved the managing rules of the Service of Volunteer Students for the Western Plan Program in Yiwu, drawing upon the managerial experience he had at CWU, being responsible for the guide training for the tourism festival, arts performances organization and volunteer teams building. The Western Plan Program he worked on was the only county project that was carried through to the whole of Xinjiang and then taken nationwide.
