Education Ministry Passes CWU's Application for Constitution

China Women's University (CWU) received the "No.89" document, certified by the Ministry of Education of People's Republic of China (MOE), recently. The document says that the MOE deliberated and passed CWU's constitution at its second ministerial conference. The constitution goes into effect immediately.

The document allows the CWU to manage independently by law; implement the basic principles of public management function; and, continue to improve the corporate governance structure and internal management system according to the demands for constructing modern universities with Chinese characteristics.

Individual constitutions are the essence of the modern university system. Formulating such a constitution is a necessary requirement of standardized, systematic, and legal management. CWU's leadership paid great attention to the construction of its constitution, formed a professional team in time to prepare the draft, carried out in-depth investigation and widely solicited opinions from different departments. This has happened since the issuing of Article 31, the interim measure on the constitution of higher institutes.

In accordance with documented procedures, the CWU's professional team developed a draft, and submitted it to the All-China Women's Federation. They modified the draft some 40 times over the last three years.

The constitution contains 12 chapters with 89 articles. It makes specific provision on many issues, including CWU's basic orientation, academic functions and forms, its organizations and structure, academic and democratic management mechanism, rights and responsibilities of teachers and students, the relations between CWU and the society, and the legal functionary scopes of its Party committee and president. As the basic rule of the university's management, the constitution is the cornerstone for developing and revising other rules and regulations.

As a great event in CWU's development history, the approval of its constitution marks a new stage in constructing a modern university ruled by law. It is the basic institutional guarantee for a top-ranked women's university with distinct characteristics. It conveys CWU's mission, leads CWU's reform and development, and has great realistic significance in pushing forward CWU's sustainable and scientific development.
